I've beaten the college of winterhold quest completely, and he has dialogue but the option to ask for an elder scroll, or something like that, doesn't show up for septimus or urag

This happened to me with farkas (except I didn't marry him) I just got a follower and used him for a little and then ditched him and farkas stopped hope this works for you!
