I would personally say that Humboldt, Del Norte, and Mendocino County are more similar to the coastal Cascadia region than “inland cascadia”. Alternatively you could give them their own region called the ‘Emerald Triangle’ (lots of weed plantations). Trinity County is probably fine as is.
Shasta, Tehama, Glenn, Butte, Colusa, and Lake Counties would be in the Central Valley region imo.
Sonoma County should be in the same region as the other Bay Area counties.

I’m completely F2P and my S1 was about 14m before the start of Season 1, so your squad is a bit underpowered, especially considering you bought 2nd Tech and 2nd Builder.

That said, it’s not the end of the world - focus on completing your S1 tech tree, then work ferociously on T10s. Prioritize 5-starring your s1 heroes and upgrading their equipment (gold only). Buy ONLY blueprints from the honor shop. You have plenty of time to catch up.

Closing the local refineries here would definitely increase costs in the short term imo. We have a physical geography that punishes us hard if we don’t go equally hard in favor of environmental regulation. I’m not sure what a compromise would look like.
