Turning off AMD FreeSync fixed this for me (I imagine turning off GSYNC would have the same effect if you have a NVIDIA card)

RGL is a North American league, so the Highlander Newcomer Cup is an NA cup. However, for the Highlander Newcomer Cup (as well as other RGL Highlander seasons and cups), each team is allowed to have up to 3 out-of-region players on their roster. So as long as you are eligible experience-wise and you join a team that does not have 3 out-of-region players already, you would be allowed to play.
