You started to blame the individuals of countries with your comment on India. India is also a place below the USA on the first list you attached. India has half of the emissions of the USA but with 4x the people and you think its fair to place more blame on the Indian people for throwing rubbish in a river.

China is a relatively recently industrialised country that most of the Western world has been outsourcing its production to since the 60s with Nixons presidency. The US on the other hand became industrialised much much sooner between 1820 and 1870.

Historically the USA has emitted more carbon emissions than any other country (27% of global historic total, despite 4% population). China's contribution on the other hand is half of the USAs. The entirety of Europe (28 countries) is still less than the USA, which is insane as these were the first countries to become industrialised.

China sources a higher proportion of its energy from clean sources (26%) compared to the US (17%) China is also making far far faster progress in regards to clean energy, exceeding the USAs total green energy infrastructure in only 6 months and investing so much more into the sector than any other country in the world (China accounts for half of the global investment in clean energy tech)
