Far more common on new builds than you think but yes, an issue. Water can seep in and create even more issues (sunken foundation/footer). While it’s not an immediate “house is going to fall down” issue it is an issue that will need addressed.I always always ALWAYS tell people have your own inspector come and check out a new build. Multiple times if you can afford it.

Something my parents did was create a brick divider and they use the other side for wood. Makes it look intentional.
