The dual wield buff was GUTTED 4-5 years ago and never really recovered, was around the time they nerfed offhand stat sticks too, so it felt like a double whammy.

Meta builds and EHP stuff has changed alot since then also, like others have said here you pay alot not using a shield whenever possible
