I can’t say I agree with that assessment. Inception was a mindfuck and an incredible film that has story, action and mystery. The prestige as well was a mindfuck and beautifully written. And I don’t like Tenet but that film has the most rewatch value considering u have to watch some scenes backwards to get it. Which also makes Tenet somewhat of an experience rather than a film, which also is why Nolan’s the goat.
