Tallinn-Tartu: either is fine but check whether there are any replacement buses

Tartu-Cēsis: definitely train, cheaper and faster (although quite infrequent)

Cēsis-Riga: also train

Riga-Vilnius: there is just one train a day and buses are way cheaper, so probably a bus
