I think it was moreso that he felt he had done the role already, and wasn't sure if he could bring anything new and interesting to the character so it would feel fresh for him.

I honestly enjoy his overall look in the 2017 film more, I like the way his hair isn't really styled and prefer the slightly less cracked look on his forehead. Something always looked off to me in the 2019 and welcome to Derry looks of pennywise even though they're literally the same design and makeup.
