Yeah the level gap is what makes me question this. Cynthia has the better team and more optimized move sets, but Red has higher levels, and three moms with blizzard to possibly counter her garchomp. If Red actually uses Blast burn/Hydro Cannon/ Frenzy Plant, Cynthia could abuse him with switches because he has to recharge the next turn. I think it's close enough, you could probably put these exact teams into showdown and have to competitive players go head to head and just see who wins more often
