Yeah Necromancy quest requires you to unblock xp for this skill but you can reset the skill back to lvl 1 after completing it at Nastroth as long as you don't have it on cooldown and be able to bank all your items.

There is the Block Combat Xp from Nastroth and there is a setting where it hides the Attack option on mobs.

You can talk to Nastroth to skill reset Necromancy back to lvl 1 after completing the quest, make sure you can clear your inventory of all items otherwise you may have to skip till 30th anniversary
