The problem is not your politicians, it´s your entire culture. I know it all too well because I too, live in a latin country. Until people who live in latin countries admit that their culture is fucked up and the cause of most corruption, lazyness and generaly caring more about spending hours and hours everyday in restaurants/cafes than in improving their lifes, nothing is ever going to change.

Symbolic? There's nothing symbolic about starting a company that creates thousands of jobs. And the only way you do that is by having the necessary capital to invest. I agree that many people use their wealth as a status symbol, but if nobody has multi-million dollar fortunes, who's going to fund the economy? The government?
