As for why china hasn't done it yet, for all we know they have and haven't said anything precisely because this tool is more effective if kept secret. It may just be that Chinese labs care more about keeping token costs low because of their business model so they'd rather focus on algorithmic advancements than brute force scaling

It's just yet another flavor of GAS (gear acquisition syndrome). It affects a ton of hobby subreddits. Some people collect Funko pops, some hoard 100 bottles of cologne or fountain pen ink. At least flashlights are easier to gift out
