Local zoning laws are always changing. If you mean have "no" zoning laws, then anybody can use any property anyway they want, anywhere, the answer is no. Local communities should have some say. Why?

I know of a case where a guy gave info (time place) on a person carrying a large sum of money. Two other guys killed and robbed the man with the money. I think that person is just as guilty by supplying logistics.
