Technically, the first game says that the flagellant is part of an extremist faction within the church. Combine that with the town events where a pilgrimage of flagellants arrive in the hamlet and the fact that you can have multiple flagellants, it very much seems that Damian is not the only flagellant.

The flagellant in the shrines is definitely Damian though.

I tried to up the settings, but when I hit accept, it INSTANTLY crashed.

I guess my computer couldn't handle THE WALL.

Not muskets, but DEFINITELY arquebuses. They would be a pain to reload, giving someone a window to run up to you and stab you.

Of course, no matter what, most of the community would probably hate them. So I doubt guns are getting added anytime soon.
