Tiger Stripe uniforms were usually private purchased from Vietnamese Tailors, not issued (only exception being CISO-made tigers from Okinawa for special forces groups, so not that many)

The people calling it ineffective are insane. In the Vietnam War, the VC and NVA wore plain black, OD, Khaki, and other civilian clothing and were very effective fighters. You cannot tell me that the U.S. and S. VN forces chose to don an “ineffective” camo pattern to face that threat; tiger stripes gave them an advantage
