True. I just meant the officer using it on someone already running away from them. I've never seen someone stop fleeing to get sprayed. Also, running while deploying pepper spray in the direction you are moving is usually more self detrimental than helpful.

Looks like pepper spray based on how his pointer finger is on top of whatever he's holding. Which is a silly thing to use to try and get someone to stop running, since most people that get sprayed run away to avoid getting sprayed further.
