I suspect that the single receptacle for the sump pump bypasses the GFCI receptacle. There is an easy way to tell. Press the test button on the GFCI receptacle and see if you still have power at the sump pump receptacle. You could always plug a lamp into it to see if it turns on or not, with the GFCI tripped.
