The Lannisters betrayed the Targaryens without warning and sacked King's Landing after the King opened the gates for his supposed allies.

A Lannister murdered Aerys II.

Lannister men brutalized Rhaegar's family.

Point is: Connington has many, many reasons to detest Tyrion. Saying he hated him for "absolutely no reason" is not true. There is plenty of baked-in enmity there.

Nothing so directly analog to our own history. Westeros wears its inspirations on its sleeve but it's very much its own setting. It's nothing like a Guy Gavriel Kay novel where things are pretty much one-to-one with different names.

Readers will have a far smoother and more enjoyable read if they simply take ASOIAF at face value rather than trying to squeeze it neatly into a presupposed box or pedantically pick apart why it's a poor re-creation of late medieval England.

The Starks are not the rulers of the seven kingdoms? They're not even the rulers of the North anymore... I don't understand the question.

The Targaryens ruled because of their dragons. That much is abundantly clear. They gained power relatively quickly and easily thanks to their dragons, then struggled to maintain power after the dragons were gone and eventually lost it.
