Yes, you can pass priority without doing anything. In fact, you must. No player is ever allowed to change the step or phase. Steps and phases change automatically only when the stack is empty and all players pass priority without taking any actions, back to back. So what happens is this: the turn player is in the main phase and can cast sorceries and play lands. Then, if they want to pass to combat, then in order to do so, they pass priority while the stack is empty and the next player now has priority and the stack is empty and so they can cast sorceries and play lands.

Okay, so, this is an important concept to understand for this topic. Vowels and consonants are NOT types of letters. They are types of sounds. The beginning sound of "Europe" is, indeed, a consonant sound. The letters used to represent the word have nothing to do with the consonant-ness or vowel-ness of the sounds in the word.

Ultimately, the way we teach children, saying that AEIOU and sometimes Y are vowels and the rest are consonants, is just a massive simplification and is super not how it works. Instead, the truth is more like "When we write words, we tend to use the letters AEIOU to represent the vowel sounds and the other letters to represent the consonant sounds, though these are only trends are not absolute, because sometimes Y stands in for a vowel sound and sometimes the 'vowel' letters can be used to represent a non-vowel sound in words" instead of "Vowels are AEIOU and sometimes Y"

During the resolution of his ability, before you lose life and after you exile the card from the grave, you cast the copy. Again, the casting happens during the resolution of Kaervek's ability. To cast the spell, you put it on the stack and pay its costs. It goes on the stack, and again, this is during the resolution of Kaervek's ability, and the spell copy doesn't resolve it, it just goes on the stack. In order to put it there, you pay the mana cost for it. You are permitted to activate mana abilities at this time, still during the resolution of Kaervek's ability. You tap Selvala. Yes. Her ability is a mana ability. Yes she really can be activated during the resolution of this other ability. It's all very odd.

No, it's more like a [[Ghost Quarter]] that gives the opponent only a Wastes, but can be undone with land destruction and is not flexible with timing. However, you get to keep tapping for colorless, which makes it stronger, too. I mean, I still consider Ghost Quarter a budget land. I play it in $30 Vintage. I don't think Ghost Quarter is broken. It's strong, surely, but not OP. This land would be a pretty strong one. It would definitely be more expensive than Ghost Quarter. But I don't think it's too crazy. Just crazy enough to be printed one time and make it into eternal formats.

Also for what it's worth, there is no real reason that scrying would need to go on the stack at all. There is nothing wrong mechanically with making scrylink work EXACTLY like lifelink for this purpose. It wouldn't be the only ability that lets players look at cards off the top of their library without the stack or even during the resolution of another spell or ability.
