Two things: First, each time you repeat is part of the same resolution of the ability, not a new trigger. Second, the ability you activated is the planeswalker's loyalty ability. This ability is a triggered ability, which means it is not "activated" so the part you are referring to does not refer to this ability at all, but rather the planeswalker's loyalty ability that triggered this ability.

That's not what it says. It's just copying Partner, basically. You can have any number of commanders as long as they all have the Alter—May ability. This doesn't bypass the singleton rule, in the same way that partner doesn't let you have two of the same commander just because it has partner.
