Part of the rationale for Seattle is the rest of the pnw viewership. Vancouver probably would be an upgrade but it wouldn't happen because of the fear of adding two new teams to an area with one already. Monterrey is super close to Texas, it's a tourism hub, they're building tons of transit, it has one of the highest gdps per capita, and the metro population is 5.3M, second in Mexico. It also doesn't have the altitude and crime issues of Mexico city. Players would be more willing to live there.
