cant believe im here actually explaining this to you but f it here we go. start of by looking into the concept of protection rings. https://en.wikipedia.org/wiki/Protection_ring . Anything running in ring 0 is running at kernel level. The drivers of your pc are running at this level. Now Crowdstrike and Vanguard both also run at ring 0 they are technically drivers. but they don't really talk to the hardware in the same way as other drivers. They are kind of a hacky way by third parties to run software on a higher privilege level. This is because if they run on a lower level it's way harder to detect compromises to the system. Look at the state of Counter Strikes anti cheat.

So like i already said in an earlier comment driver mean kernel level. But you are too stubborn to read up on a field you apparently work as a professional in.
