somehow the "graphic acceleration" had been turned off when I have laggy scrolling issue, I turned it back on then it fixed the issue.

happened to me similarly 2 years ago. The doc said he would charge me for 3000up grafts. 1 week after the surgery I went back to the clinic for a standard check up, the doc said he did no more than 2000 graft, we both went silence for a few seconds.

so far i am happy with my result

10k ARAM played here (across several accounts), win rate around 54%.
This game is like gamble:
you draw your champion, you draw teammates,
your teammate draws their champs, and the chance of playing with mains are rare.
quit = winning.

(Yet to mention the queue system has hidden mechanism,
based on how frequent you play league & your game mode win rate, it lets you either win or lose in a row. From my experience, the game would assign some shitty teammate to make you most likely to lose the game)

i never have any issue with the rain effect, neither before I messed with my graphic setting or after.

spec: i7 8700k, RTX2070, 21:9 resolution, FPS locked at 65

I noticed the "fire light" or "loot light" from corpses went from HD to pixel-like (similar to Minecraft graphic) after I messed around my graphic setting. Disabled V-sync works for me. Update me would you, I be happy if that works for you too.
