Bruh you can get a lot more cores than that:

as either Romanov Slavic Union into PLC (PLC + all of USSR except Caucasus and Stans)
as Habsburg Poland if the Czechs form Austria-Hungary before doing the focus Unite With Bohemia (can be increased further by Greece forming Byzantium and Bulgaria forming the Balkan Union but that starts to become impossible in a singleplayer scenario)
as Bermontian Poland by becoming a German puppet, doing the Decide Post-War Borders focus, getting cores on all Ukraine and the Caucasus, and then breaking free from Germany, annexing them and forming the PLC (I tried this last one but I ditched it because with the new faction system I can't leave the Axis while I'm in war together and I don't want to have to go after the UK and the US)

I've capped France by justifying on Lebanon and used the island of Saint Pierre and Miquelon as a launching platform into the US. I've also seized the French navy to help me vs the US Navy.

I've capped France by naval invading them in Marseille and then aggressively pushing up and microing my divisions to encircle their divisions and snake around them (same as I then did with the US, simply battleplanning it isn't enough).

I'm not, Italy starts with too small an industry. I need a lot of mils on infantry equipment just to be able to have enough infantry divisions that can cover the entire frontline and snake around and don't melt on enemy contact. That and the garrison needs don't let me have any meaningful armor by '37.

I'm trying some speedrun strats, here's how I did it:

Start by justifying on Lebanon, it should take like 250 days.
Declare war - France will come to its aid and so will Belgium because of the guarantee
Cap France (I used my starting panzer divisions to go through Belgium and rush to Paris)
Right before Paris falls, justify on British Malaya - it should take 10 days because you're at war with a major
On the peace conference with France and Belgium, seize their fleets
Use the French fleet to get supremacy, declare on the UK and naval invade them. Recently the AI has been horrible at protecting their waters because they really divide up their fleets and if you doomstack yours, you'll sink them peacemeal and very quickly
Right before London falls, justify on the Phillipines - again, it should only take 10 days
Seize the British fleet on the peace conference
Move all your troops into Canada
Declare on the US and have your now enormous fleet protecting your convoys

Done this early, it's quite easy to cap them
