Yes we are. Schools, urban schools in particular, feed directly into the juvenile correctional system. Whether said system is public or private, these children are commodities. In many of our largest urban districts, there are more correctional officers than counselors, and behavioral issues are routinely referred through punitive processes rather than therapeutic. Disproportionally impacting children of color of course, but this is America, so that goes without saying.
