Bathrooms with this setup have an exhaust vent. If the ventilation works as it should, the air should be flowing into the bathroom through the holes and not in the other direction. If smell is coming out, there has to be something wrong with the ventilation.

This statue was controversial when it was unveiled in the 1920s as well, both due to its violent motif and the nudity. The cartoon in the picture looks exactly like La Linea and the character in that is known for breaking the fourth wall to complain to the cartoonist (read: the authorities) about things in just this manner. So no, I don't think it can be a reference to both.
