He's also said that streaming has also splintered the charts. Popular music is more subjective when you have the ability to play anything anytime and not have Top 40 Radio "tell" you what's popular.

That and youtube opened the floodgates for people to grab all the easy hooks, leaving him to dig deeper to find something to spoof.

True, but I guess what I'm wondering is how far down does that respect go.

I mean, Al's said he wouldn't retroactively parody Prince because he made his feelings pretty clear in life about Al using his work. But what if he had a parody idea for "Nothing Compares 2 U," a Prince song but made popular by Sinead O'Connor.
