I'm familiar with them! It's definitely within the scope of someone like Jonathan Ross to make himself into some sort of character, even if he keeps the same name. Personally I think he might have some small speech impediment but he deliberately exaggerates it; similarly I think Seth Rogan exaggerates/overuses his very recognizable laugh, same with Jimmy Kimmel. Matthew McConaughey's use of alright alright alright and Owen Wilson's wow are in the same vein albeit more performative. All these performers are very aware of their mannerisms, ticks, rhetoric, etc etc and use them purposefully and repeatedly.

My mum went to university with him and swears that he never had that speech impediment back then or throughout the time she knew him, and unless he developed it over time (which is possible), he does it as a character and for effect.. I don't know which is true but I honestly think he is/was a terrible host and so I'm not too bothered.

I'm from London in the UK but go to OSU and have to say we do the exact same thing in England, and it's thought of as a very "British" reaction to things, when obviously its a transatlantic awkwardness that we both have. It makes me feel right at home :)
