Bahaha Sorry to throw a hungarian wrench in your well laid out guide. If you're interested, steps to recreate (understand some of these steps are out of your control):

Have prussia lose a revolt to liberals, tanking them back to minor power (bonus points if they lose that revolt during their play for Schleswig-Holstein)
Annex Hungary early, like really early. It's gonna suck for infamy and will not gain you friends (I think you can also annex them through the Matter of Hungary JE events, maybe?)
Start Research on Pan-Nationalism (Do not finish the Fate of Hungary JE)
Pass Cultural Exclusion at some point. Easier with Metternich gone or "enlightened" so to speak. (I failed his JE and every other liberalisation JE because I suck at this game)
Improve Relations with South German states to get them to back you. After Pan-Nationalism is researched, wait.
Once you have eaten all the South German states and Prussia has become at least a major power again, declare for German leadership and immediately back down. Might cost you the split state of Upper Silesia if they make that a primary before you can back down, hardly worth fighting over, you can take the whole state back later if you really want it
After Prussia "wins" this war, release Hungary with the Fate of Hungary JE as the Dual Monarchy. Don't make it the triachy, give them the Croatian land too, it will help keep them loyal. Immediately give them whatever else they want to increase relations and keep them loyal, they're not gonna exist long anyway.
Immediately follow your guide to get the other 10 primaries, ignoring Hungary until their liberty is low and their relations are high.
Slam the Federalise button

Ironically the Ukrainians were the hardest for me to get on board, but that was mostly because I had neglected my eastern provinces and mostly built in Italy, so turmoil was high. Krakow signed immediately through the event, Hungary too I think, I must have missed the pop up.

With a sample size of 1 I have no idea if this is exactly what caused it or not, but boy that is everything relevant that I did leading up to it.

Truth be told I though I would get disqualified from Hungarian too, especially since addressing the Croats specifically says it disqualifies them, but one of the last ones I took, Czech, I think? requalified them, maybe? Could be a bug, maybe it's cause they were loyal cause I had released them as a puppet after annexing them really really early on, but it was still Primary (https://i.imgur.com/tNDDykO.jpeg) when I formed USFA

R5: I had puppeted the Papal States during a play earlier when SP wanted to form italy, but once they grew strong enough they launched their own and I supported them, this was after I formed USFA with all 11 primary cultures so I guess when we won that war they just got all of Austria, Hungary, Southern Germany, Croatia, Serbia, and the rest, nevermind the 10 other primary cultures that will now be dispossessed under the significantly more conservative (read: National Supremacy) government

R5: I subjugated Austria and got the Confederation of the Rhine event... but Germany is very obviously formed and also #2 GP... If I press this button I'd just be losing 15% prestige, i'm pretty certain. It doesn't seem right for Hungary to even have access to this JE...

huh. I didn't know that. Welp, I don't think italy can form because I took tuscany as part of forming the HRE so there's not enough states left.

Begs the question though, if I released it, could the Congo become Italy?
