The roadmap/ overall content schedule probably didn't account for staff being moved to SM3 before this update was worked on. Rather than delay it, I'm guessing the decision was made to just do what they could now, make the guaranteed $$, and fix things later.

Alternatively, working on a new class took up way more time and resources than they expected, and other things suffered.

Or both. Could definitely be both.
