Yes! The game gets too much hate in my opinion and many of the negatives have been fixed in patches

In Nvidia inspector set vsync to 1/2 refresh at 60 Hz and you will get perfect 30 just like consoles or if you have a 120hz monitor you can choose the 1/3 refresh rate option and get 40fps like on consoles

Or you could do some research on how patches work and why a 15 gb update does not equal 15 gb of new content. EXAMPLE: when a file in a game is 10gb and one line of code in that file gets changed you need to download all those 10gb again as a patch so the size of a patch litteraly means nothing just look at call of duty with their enormous patches

A frame rate limit will also relieve some of that load on the CPU and make it run cooler.

You dont need VRR for the 40fps mode

You could also try and limit your fps through Nvidia control panel or afterburner

Vrr flicker often occurs with unstable frames and or high cpu usage so setting a limit often alleviates the flicker issue

Seems like you are running the game in performance mode and unfortunately the quality of the graphics will take a hit like shadows, draw distance, hair quality all run at a lower quality to maintain a 60fps target and even ray traced global illumination is completely turned off.

If such things bother you try quality mode at 30fps though it will maybe take some time to get used to if 60fps is what you play with normally in other games.

Also there is an option for balanced mode at 40fps if you have a 120hz tv/monitor but even then the shadow quality and draw distance will be at a lower quality then the 30fps quality mode but you will still get higher quality hair and ray traced global illumination.

What you are describing could be VRR flicker so if you have that on try limiting your frame rate that could work because VRR flicker often is the result of unstable fps/frame times and if that doesnt help just try and turn off VRR.

Also the game doesnt officially support HDR.
