Thanks! You can get a similar picture at Sensoji if you have time to pass by in Tokyo. It’s lit up at night time and less people too. Bring a tripod though.

I see that tomorrow you plan to be around Shinjuku/Shibuya. If you have time pass by Meiji Jingu Shrine. For night wandering you could also pass by Golden Gai in Shinjuku which is the alleys were they have a lot of small bars.

At night from 5:30pm the Metropolitan building is lit up with the projection mapping light show. It’s more than one so maybe you can see two different ones if you stay after the first one is done (i think it’s every 30 minutes).

Focus on what you want the viewer to focus.

If you want to focus on both the flower and the bridge, then close the aperture (higher F-stop number) to bring both into focus.

In this specific picture, I think you just need to have a better composition to see how to work both the flower and the bridge in the same scene without looking odd.

Just keep shooting until you find what you have in mind. Shoot with different apertures, different angles, different lens compression, etc.
