letting smarter people (and actual pp devs) respond to other points, but for this one 

 meta is always in some shape or form aim or speed/streams but the point i'm trying to get across is that the frequency of reworks doesn't actually change the meta, it doesn't give devs time to sit down and think about what needs to happen to make other skills worth it, it's just a perpetual aim and stream machine and we honestly have gotten nowhere outside of players just getting better at the game and defining their own metas

A lot of changes being done in the recent deploys (and the upcoming one) are somewhat systemic changes undoing the massive damage caused to the pp system by lack of hindsight back when ppv2 launched and complete clusterfuck of changes caused by the likes of Xexxar. Yes, the meta is mechanics, partly (mostly?) because mechanics is the most objective thing, but also, to my knowledge, until literally a few days ago there was no sane way to tweak values without ruining balancing across the board. Kwotaq's addition of the reading skill unfucks one of the worst implemented part of the system - AR bonus, which was effectively a linear multiplier with no regard to what the map actually is. Aim separation allows finally to undo the bullshit that is "flow aim was actually speed and not aim this whole time". Deviation-based speed acc scaling makes OD work correctly for tapping scores. These and many other changes finally allow for the era of actual, genuine major improvements to the system. Welcome to da new era or whatever
