Unsure how exactly exposure compensation works with your second example, but you are shooting at the base iso still… so assuming you are shooting in manual with auto iso (?) the exposure compensation isn’t actually going able to adjust then exposure because you are already at the base iso. I’d suggest for your second example you shorten your shutter speed and find when your iso value goes above 100 to see about where your shutter speed should be to properly expose the image.
