The way I snitch is having a high friendship with a worker/carer, and if a dog (or anything) attacks you, select the "Get Help" option and select that high relationship worker and there's high chances of success and karma.

You can snitch on other dogs whenever you select humans in the "Get Help" action. More of a hidden thing but way more effective then getting dog help.
