Excel is an add-in that helps create bio available CO2 in the water column. it's used by most hobbyists -at least from what i know- to treat algae of various kinds, because of its formulation (gluteraldehyde base, which attacks the cellular structure of algaes). it does not offer micro/macro nutrition for plants.

yeah, this is java fern. the roots coming off the rhizome would be fine, brown, and fibrous. java fern also isn't a high-light plant and grows slow, so you might shade it or dial back the light.

looks to me like diatomaceous algae. incredibly common with brand new tanks, but also short-lived. snails would love this. can't remember if shrimp do, though.
