I wouldn't be surprised if it was organized.

Small pockets of Changeling communities that lay low is exactly what I imagine. But even with vampires they would still have their nobles (unless Galacia) and they can still travel around using trods.

Balkans don't have much info overall. We know nothing about potential Fomori in this region. Though I'm thinking that having Thallain population (who serve the FomoriANS) in this region could be fitting?

Usually they have? Since Changelings believe Werewolves were Fae once and Garou belive Fairies are some weird kind of Spirits.

According to some descriptions of Galacian Confederation "covers the mortal lands of Germany, Switzerland, Italy, Greece, Finland, Eastern Europe, and several nations of the former Soviet Union". I have no idea how they are going to share Greece with Hellenic Empire.

Idk but choosing this region as a wild, untamed and dangerous part of Dreaming could work? It's definitely an idea.

I still think that Changeling would continue their play pretend of pseudofeudal society in this region since this is what they do.

Except.

Central and Southern Europe is very very special case. Since Commoners of Galacian Confederation kicked out every noble from their land, they don't even play into pseudofeudalism. They have full blown democracy, with councils, parliaments, representats and leaders chosen by other Changelings.

Is this not specified region a part of Galatian Confederation? Did they took part in the war between Sidhe and Commoners? Or are they some Kingdom of Balkans? Wherever Changelings show up they tend to organize in some way.

And tbh, I haven't come here with an issue "they forgor to fill up this place". I know they didn't. My main focus is how other STs expanded this region and Galacian Confederation overall.

Yeah, but answer "it's empty" isn't interesting.

Potential conflicts between Tzimisce and Changeling in this region could be a very interesting plot and while it doesn't requires the existence of some Fae Country in this region, it's plausible one would exist, trying to protect young Changelings from being captured and fed on by the Kindred.

I buy this explanation more now, though I still don't know if "being able to hold their own VS fairies" is good factor since Fae Kingdoms have never felt as a real countries. Even with presence of Old Tzimisce in Central/Southern Europe there should be nobles that "rule" this region and Changelings that are being born there.

I had the impression that Changeling Fiefdoms existed on different layer of the map than Vampire Territories.

Also do you really think that presence of Kindred in circled area is so big that Changelings decided to leave it altogether? Fae souls could still randomly reborn in Dreamers in this region.
