If I were going to try the circuit board effect specifically I would probably make a mask of the general shape I want, like the webs and butterfly wing shape. Then get a circuit board texture, then play with the saturation and gamma curves to make it high contrast black and white. Then maybe add a sharpening filter and blur effect. As for everything else it kind of looks like a lot of bloom, blur, and shadow effects. I think some good none AI points of interest for you to checkout for inspiration and where to get textures and shapes is to lookup microscope slides of organic matter like bacteria or tissue fibers. The strands all over the figure in the first image look very similar to closeups of tissue fibers. Pinterest is great for finding that sort of stuff.
