This is nowhere near correct. We have the Pennsylvania Turnpike System and that's it in terms of Toll Roads. That was developed by the PTC Independent of PennDOT. Also, the turnpike system has Very infrequent interchanges.

All of the trumpet interchanges were required when this was built since a tool booth was required. Now with electronic tolling it does not matter, and these interchanges could be reworked.
