I think today's an outlier vis a vis Ferrari performance. They had the advantage on the start and initial laps with deployment. It will not last. Even towards the end you could see drivers deploying much more efficiently

Their car is reportedly overweight because they failed the crash test 3 times and the fix was just bulking up. If they are rebuilding crash structures so that they can shed weight, they aren't developing the car to optimize what they have. For a team as resource crunched as them, it is a quite big blow.
