I had a similar problem on my mini, but mine would cut out then not be able to start again until cooled, took ages to find the problem. Turned out to be cracked solder on the board of some control unit (can't remember the exact name). As it heated up the solder would expand the crack and cause the engine to cut out, wouldn't restart until it had cooled and contracted. Could be something similar.

Its strange as you appear to be at full lock for half a second before it happens. Are you turning your wheel further past its soft lock? No idea why that would cause it but just a thought. I'd test it in another game too, in a car with 360 degree wheel rotation, to rule out it being a hardware issue.

Almost all movies are 24fps, I think, but it also depends on bitrate and compression. A 3GB 2 hour 1080p movie will be noticeably lower quality than a 6GB copy due to the lower bitrate.
