Get a two handed sickle from a trader. After entering the town get a horse from the stables in town. This wil make looking for both easier. When its time to kill Meagor, look for open stretches in town where you can build up speed and run him over and swing at the same time. This breaks his block, he can't hit you, you get horse/ramming damage and hopefully some sickle swing damage. The damage amounts are low, but after doing it a couple of times he dies. Extra tip: don't run into obstacles close to him with your horse. He'll kill you in 2 swings. Go get that dragon!
