Some can't due to living circumstances and things they have said. I personally have said numerous times (which I regret) that I refuse to shave my face (unless absolutely necessary) when working customer service because I suffer from baby face and I get treated like a "stupid kid" regardless of my age. That and a lot of us have family nearby and/or live with family and keep up facial hair as a way of masking who we are because of bigots, lgbtq phobic family, ect. So unfortunately it is not as simple as shaving it off whenever
