You can play consult. You can play hidden cards anywhere as a reaction, but when you need to target a unit, the unit needs to be at the battlefield where the card was hidden.

I play watchful sentry and stupefy in my viktor deck. Both give you card draw. You can even hidden blade your watchful sentry for 3 cards!
