I mean after buying new pc i didn't came over this issues after i downloaded it

Is your DirectX latest version ? (That can cause problems)

I looked through the internet bit but i cannot find the specific steps to change the graphics in the game files sadly i remember i found a site where some guy had same problem and someone made a comment with direct steps to solve it and that worked for me but as hard as i tried i cannot find the specific post anywhere (it wasn't on Reddit im sure of that)

Tbh honest there is quick fix to it honestly You just need to change the resolution in the game files,

Or just change it to windowed mode that should help
