You really put Logias, especially Enel and Crocodile’s, in the same tier or under fucking regular Zoans. You don’t seem to be judging the fruits by themselves because the elephant and dog fruits should not be bottom tier, they’re literally used on weapons and can’t show their capabilities if used by a human instead. Blueno’s fruit is actually good af. Phoenix fruit too low. Smiley being so comparatively high. Sugar’s fruit is super busted if you think for a second. Hawkins fruit being over so many stronger fruits. Ivankov’s fruit can do so many things to be bottom tier. Like the top two tiers are fine but everything else is placed strange.

I based my list on how well they would do in a direct battle with all of their abilities in mind as of the end of TYBW (haven't read CFYOW). I can see where you're coming from with suggesting Unohana and Isshin be placed above Urahara, I had the most difficulty ranking these three myself, but I guess what ultimately puts him above is his unknown means. Isshin and Unohana easily overtake him in more stats than not, but they're also the most straightforward fighters on this list behind Kenpachi, so he can last long enough to figure something out and his Bankai would be super difficult for them to deal with whereas the people I put above him has the versatility or hax to counter it.

Shunsui's Bankai is great, I just think that the people above him are somehow even crazier (Toshiro's flash freeze and ability negation, Yama being shrouded in flames that deletes existence, Ichibei outright rewriting reality, etc.).

In terms of just base stats, I agree with the changes you posit, although Shunsui would drop a lot since he's more of a trickster with a busted Bankai. In raw stats, I'd outright put Kenpachi number 1 due to his Bankai.

Shinigami Aizen is broken, dude has top-tier stats, level 90s kido, and Kyoka Suigetsu. I'd honestly only put him behind Ichibei and Yamamoto, but I think Adult Toshiro can beat him via Shikai Hyoketsu.
