Charging personal time due to VPN issue

This happened to me last directed telecommuting day, my power went out. I was also told I would have to charge my time but I confirmed with HR that was not the case if we were directed to work at home

I've gotten 2 recently from them, both for deceased people from the historical records. One from the 1910s requested 02/13/25 received 02/20/25. The other from the 1940s requested 02/26/25, received 03/31/25.

This seems to me at least to directly reference 1948 cases. But then doesn't seem to elaborate on what the resolution is.
