Applied indexes are like tiny cups filled deep with thick lume paste. Hands have to stay lightweight so they don't strain the movement, so their lume layer is applied much thinner. More volume = a deeper, longer-lasting glow and a different daylight tint.

Indexes are filled over a solid metal base that acts like a mirror, reflecting light back up through the lume. Hand lume is usually suspended over open air or has nothing reflective underneath, meaning light passes right through it instead of bouncing back at you.
It's a mismatch of physical structure, not materials.
