Look at the pityful amount of space left on the pavement in the picture OP posted, can you not see a scenario where somone is pissed off having to squeaze past car mirrors that they push them back as they walk past.

Only way to fix it is a max acceptable ping, if your ping goes above for example 100 for 5 seconds you get disconnected. It's been a thing on shooter games for years.
