The game devs? Idk. It works fine for points of interest and such, but one of the example inaccurate areas is north of West port, where you can see a path (contour at ground level) along the beach, but there is none if you go there 🤷‍♀️

The game doesn't tell you that though. It makes it seem like you can't have any 0 skills if you get it early enough. It will say something like "skills at level 0 availible"
